No, they're all free.

For me since i don't have plus it cost around 1000 bricks with the thowback theme at 650

All of them are free for Plus Deluxe users.

If you don't have it, regular and Plus users can purchase all of them (besides Deluxe Power) for 1k, 650 for throwback or 1.5k for Retrofit.

Yeah i just found out " Customize your Polytoria profile with themes! Themes change the look and feel of your profile, and can be unlocked by purchasing them in the store.
Themes are currently in beta access, so not everyone may see your theme at this time.
As a Plus Deluxe member, you get to use select themes for free!"
